Funding recipients based in the territory of Thuringia may be
- Local authorities in accordance with the Thuringian Local Government Code
- Special-purpose associations in accordance with the Thuringian Act on Municipal Community Work (ThürKGG)

- other legal entities under private law

5. measures to provide public and private services close to home and to ensure socially equitable participation in society for all citizens, with the exception of the construction or expansion of telecommunications infrastructure,
6. measures in which public guarantee obligations and civic engagement complement each other (task sharing),
7. measures to improve accessibility and mobility, or
8. the development of concepts and analyses in the course of preparing or evaluating a project.
Services that are not provided by the grant recipient itself but are commissioned by third parties are eligible for funding.
Material and personnel expenses or expenses for construction, supplies and services are eligible for funding, with the exception of personnel expenses for public administration.
