Part C - Funding for projects and measures to address the consequences of demographic change

Funding recipients based in the territory of Thuringia may be

• Local authorities in accordance with the Thuringian Local Government Code
• Special-purpose associations in accordance with the Thuringian Act on Municipal Community Work (ThürKGG)
• registered clubs and associations
• public enterprises
• State-recognized faith and religious communities
• other legal entities under private law
• other corporations, institutions and foundations under public law

Eligibility requirements

• The overall financing of the project, including follow-up costs, must be secured and evidence of this must be provided when the application is submitted.
• The projects to be funded under Part C must be implemented on the territory of Thuringia in the current financial year. Exceptions may be permitted in justified individual cases.
• Grants can only be approved for work that has not yet begun.
• In justified individual cases, the granting authority may approve an early start to the project without funding. This must be applied for in writing and justified by the applicant.

The following are eligible for funding

Projects that serve the sustainable and long-term provision of public services, the improvement of the quality of life and socially equitable participation in society. This includes individual measures both with an inter-municipal approach and at local level, including the following areas:

1. implementation of usage concepts for multifunctional or intergenerational infrastructure facilities (conversion, reconstruction and change of use) that contribute to the stabilization of local settlement structures and supply facilities,

2. measures for the increased activation and further development of community-specific resources,

3. start-up investments or measures as a contribution to an overall project of local communities, clubs and associations that serve to maintain, activate and strengthen structures of civic involvement,

4. measures for the provision of offers at one location with simultaneous use by different target groups,

5. measures to provide public and private services close to home and to ensure socially equitable participation in society for all citizens, with the exception of the construction or expansion of telecommunications infrastructure,

6. measures in which public guarantee obligations and civic engagement complement each other (task sharing),

7. measures to improve accessibility and mobility, or

8. the development of concepts and analyses in the course of preparing or evaluating a project.

Services that are not provided by the grant recipient itself but are commissioned by third parties are eligible for funding.

Material and personnel expenses or expenses for construction, supplies and services are eligible for funding, with the exception of personnel expenses for public administration.

Expenditure on fundraising and interest incurred when taking out a loan or in the case of preliminary and interim financing are also not eligible.
